This target is part of the National Program for AI Human Resources Development through 2030, with a vision to 2035, which was approved by the prime minister on Aug. 11.

By 2030, the government expects 80% of school and university-preparatory students, 80% of vocational education students, and all university students to acquire age-appropriate AI knowledge. The curriculum will place a strong emphasis on safe and responsible AI usage.

AI will be seamlessly integrated into the education system at every level. Furthermore, universities will be required to establish formal regulations governing the use of AI in teaching, research, and assessment.

To support this systemic shift, the program aims to deliver advanced training to 100,000 teachers, lecturers, and educational administrators. This will empower educators to effectively guide students and promote responsible technology use.

The initiative extends heavily into the public and private sectors. Approximately 90% of civil servants, public employees, and workers in public service units will receive updated AI training. In the education and training sector specifically, this rate is targeted to reach 100%.

The country also aims to produce 50,000 graduates capable of applying AI in key industries. Simultaneously, the plan calls for training at least 10,000 highly qualified personnel, including researchers, engineers, and specialists.

Out of this elite group, a minimum of 1,500 experts will be expected to research, develop, and master core technologies, ultimately leading major national AI initiatives.

Infrastructure and strategic measures

Vietnam plans to establish at least 10 specialized centers for AI training and research. Five to seven of these facilities are projected to meet advanced regional standards and gradually approach international benchmarks. At least 25 universities will offer specialized training programs and provide practical AI integration across various academic fields.

To achieve these milestones, the government has introduced seven groups of strategic measures. A key focus is incorporating computational thinking, digital skills, and ethical technology use into general education curricula.

Training programs will be delivered through flexible formats, including in-person classes, online courses, self-study, and community-based learning. Support will be extended to small and medium-sized enterprises (SMEs) and cooperatives to help them access these resources.

Additionally, vulnerable groups and workers at risk of job displacement due to automation will receive targeted assistance to ensure equal access to upskilling opportunities.

The government envisions a modern, sustainable AI workforce ecosystem by 2035. By making AI skills widespread across the labor market, Vietnam aims to firmly position itself among the leading regional nations in AI human resources development.
