The municipal Department of Construction has been assigned to develop a citywide network of vehicle emission testing centers to meet demand, organize and supervise emissions inspections, and manage Hanoi's emissions testing database. It will also coordinate with the Department of Public Security to handle violations.

The department will advise the city on policies to promote cleaner transport, accelerate the shift from fossil fuel-powered vehicles to cleaner alternatives, and encourage greater use of public transport.

A key task will be drafting a support scheme for low-income residents to replace old motorcycles and mopeds that do not meet emission standards and contribute heavily to pollution. The department will also propose funding to provide free first-time emissions testing for motorcycles and mopeds across the city.

The Department of Public Security will strengthen inspections to ensure vehicles comply with emission standards and regulations in low-emission zones. Using emissions data provided by Vietnam Register, it will enforce violations in accordance with the law and establish a mechanism for sharing vehicle registration data with the Department of Construction and the Department of Agriculture and Environment.

The Department of Finance will work with the Ministry of Finance to study tax incentives, fee reductions and financial support policies for developing emissions testing centers and helping residents replace outdated vehicles.

The Department of Industry and Trade will oversee the quality of fuel sold on the market, while the Department of Culture and Sports will coordinate public information campaigns to raise awareness of the emissions testing roadmap and its implementation.

Hanoi is among the first localities in Vietnam to roll out the motorcycle and moped emissions testing roadmap as part of broader efforts to reduce air pollution and curb emissions from road transport.
